    3. Develop appropriate engagement approaches.

    1. Map dependencies and working relationships.
    2. Use purposeful informal contact to understand issues.
    3. Manage upward communication with sponsors and decision makers.
  3. Leading by example

    1. Demonstrate reliable conduct and clear commitments.
    2. Resolve coordination problems respectfully.
    3. Assess the limits of informal networks and preserve accountability.
