    1. Observation, interviews, questionnaires and related collection methods.
    2. Selection of respondents and clear measurement questions.
    3. Common collection problems and sources of bias.
  2. Secondary-data evaluation

    1. Check origin, purpose, definitions and period covered.
    2. Assess reliability, comparability and completeness.
    3. Recognize missing information and unsuitable source data.
