  1. Base shifting

    1. Convert an index series to a new reference period.
    2. Maintain a consistent common base for comparison.
    3. Distinguish rebasing from changes in the underlying basket.
  2. Deflating

    1. Convert nominal values into comparable real values.
    2. Choose an appropriate price index.
    3. Interpret purchasing-power changes with clear units and base period.
