  1. Goal-setting process

    1. Identify mission and stakeholder expectations.
    2. Assess resources, opportunities and constraints.
    3. Translate priorities into departmental and individual targets.
  2. Approaches and difficulties

    1. Top-down, bottom-up and participative goal setting.
    2. Negotiation, communication and acceptance of targets.
    3. Conflict, uncertainty, unrealistic expectations and measurement problems.
