    1. Assign tasks, grant authority and establish accountability.
    2. Clarify expected results and boundaries.
    3. Monitor progress without removing delegated responsibility.
  2. Obstacles and remedies

    1. Managerial reluctance, employee uncertainty and inadequate resources.
    2. Trust, competence and communication barriers.
    3. Training, clear expectations and suitable control mechanisms.
