    1. Decision maker, objectives and available alternatives.
    2. Relevant information, constraints and possible outcomes.
    3. Evaluation criteria and stakeholder effects.
  2. Situation analysis

    1. Separate symptoms from the underlying decision problem.
    2. Identify controllable and uncontrollable factors.
    3. State assumptions before comparing alternatives.
