    1. Explain responsibility toward participants, workers and other affected parties.
    2. Assess foreseeable issues and reasonable planning obligations conceptually.
    3. Seek qualified guidance for specific legal interpretation.
  3. Stakeholders and bodies

    1. Map venue, community, suppliers and official bodies.
    2. Assign communication and compliance responsibilities.
    3. Maintain documented approvals and conditions.
